| Select an image and look at its properties in the Properties Panel. ALT is
shown with a pull-down list, which suggests to me that you should be able to
access previously inserted ALT texts and re-use them if you want.
But there's never anything there. Other similar presentations for classes,
links, and so on, do have lists to select from, but not ALT. It always shows
"empty".
How do you populate this list ?

Don't think it can be populated - but you can choose <empty> which will add
alt="" - useful for validating your site :-)
