That being said, I usually agree but this is aa specific site for a
specific audience and has a need for such actions. In this case it is
the right thing to do. I am still looking for specific instructions
via DWMX (2004) or JS to do it. Any help appreciated.

Point taken.
A google on 'Chromeless Popups' will show some resources. As I seem to
recall, you can't create a webpage immediately which is chromeless - you
have to do it as a popup.
