DW mx 2004 csc & templates - moving problem

I am using mx2004 and am perplexed with the behaviour of CSS linked to
Templates. It appears to have changed.
I create library items like header and footers, attach to a template and then
add a linked CSS sheet.
When you create a copy it must be save where the template is to see the styles.
On further investigation, I see the issue is relative and root based
referencing.
I want to be able to create pages from my template and move them. Everything
works but the css.
With a document ref: if you firstly save the file where the css is it is
fine. You can move the file to a directory say "pages" fine. But when you
update the template file it over rights the page's correct css ref with the
original and breaks the link.
With root ref: you need to add the root folder name so /Templates/my.css
becomes /mySite/Templates/my.css. This works in the browser but not in DW.
Worse, you can't edit the css in DW.
I can?t believe that the DW team have desihned their app not to easily allow
what I am trying to do.
Any info you may have would be greatly appreciated.

| Do you have files other than Templates in the Templates folder? Do you have
files other than Library items in the Library items folder? Both of those
are forbidden.
Do you have <html>, <head>, or <body> tags, or any CSS links or embedded
styles in your Library item code? All of those are going to cause problems.

Thanks for your help. This does appear to do the trick. Nowhere have I seen any instruction about not putting css in the Templates folder.

And it's not just CSS files. It's everything else besides template files.
