Author Pop Up Menu Position NO CONTROL!

I am trying to create dropdown navigation menus in fireworks. When I import to
Dreamweaver the menu pop up window floats on top of page and is not attached to
image link. When I try to change properties and click on to show pop up menu it
comes up blank. What am I doing wrong - or should I try another approach.
