Dreamweaver - anchors not jumping to right place

I'm trying to link to a place on my page that is about 3 lines down from top,
when I click on the link it doesn't bring this area to the top of the page.
Here's the code I'm using

<a href="#login">How to Login?</a> for the lin
<a name="login" id="login"> as the ancho

Check the link, do you have < a href="#login" target="#login" >

Also, if that is a really short page (ie: you can't scroll at all) then the
page isn't going to move. The will only jump downwards if there is room for it
to scroll down. If the page is small then it won't move, because the desired
destination is right there- on screen
