Author CSS Problem?

Hello all,

I have a link styles question. I have been working on this website where the
folks before me changes some links manually without the use of CSS. The
example I'd like to point out is
http://legis.state.va.us/AtTheCapit...n_Extension.htm

I'm just trying to change the link "Capitol Restoration/Expansion", under "At
the Capitol" to red instead of it's current color blue.
On the other pages of this site, the previous designer bolded links to make
them appear "active" on their respective pages.

When I change the color to red in the property inspector the color changes in
the inspector, and in the source code, but not in the design view or the
browser preview. I know this isn't the best way to go about this with link
styles possibly conflicting with a change I made in the property inspector, but
if you can suggest anything to help me, I'd really appreciate it.

Thanks in advance,
Dick
