I'm using Corel Draw 11, and I keep running into problems with the print
configurations. Specifically, the program doesn't seem to "save" the
print configurations very well. I could spent time setting all of the
page, paper, print-tiling settings and the like... and if I re-open the
file, all of those settings have evaporated. Even if I save the print
configuration, they never work right.

Has this been fixed in Corel Draw 12?

I havent found that the issue was fixed, all print settings to any printer
need changed every time I open a Draw file.

If you are referring to tray, paper, duplexing etc. this is a Windows thing.
Permanent settings are always done outside of any program by going into the
Windows Printer folder, right clicking on the printer and setting
preferences. These are supposed to then open the same each time. Temporary
settings are those made from within a program such as Corel and they will go
back to the setting you had when you set them up outside any program by
going into the Windows Printer folder.

Now within a printer you may also have the option of saving settings after
setting up things like duplexing and you can then create a few template
configurations. Alternatively you can set up multiple printers all actually
printing to the same printer but named appropriately. Especially handy is
one set for black and white and one for color in my case.
