I purchased a faster computer. The mouse is out of control. I used the mouse
software.
Problem; The problem is that mouse is out of control, In File/Open in
PhotoPaint I was able to delete a picture or open the picture file.. Now
just clicking on the file's name opens the file for editing. It is harder
to end a Toolbar command.

Louis, have you checked your mouse settings in the Windows Control
Panel? Depending on the mouse, you may have separate settings for
different programs. If the one click thing is happening for other things
than just PP, this is certainly where to look. I'm not familiar enough
with PP to know if there are specific preferences inside the program as
well.
