| can you tell me how to make that efect with illustrator-on the foto
at the backgraound where are like little dots-how is call that efect and could u tell me how to apply it,please?

That is a very coarse 4-colour half-tone screen. Yoy can achieve a poor
simulation of the effect with pixelate > colour halftone filter.
