Author Freehand to Illustrator layers

I have a map that has been created in Freehand MX and we now want to export it to illustrator CS2. Even though the support forums suggest several ways to do this, the only way that works for us is to export the file as illustrator 7. But, when we do this
all the layers are compressed to just one. We need all the layers to remain separate for editing.

Any suggestions?
