Applying Wave Effect to a path & object has no.....effect

I'm sure there's something basic I'm forgetting, but - I'm trying to apply the Wave effect to a path and an object, and nothing happens. Other effects seem to work fine. Is there something special about Wave?

You need more volume. The Wave Effect as well as some other Warp Effects are supposed to work with groups or applied at the Layer level.

If you just have two objects to distort, you might be better served by the Flag effect.
