There are several ways:
1. Convert the image to a Live Trace object. Go to Object > Live Trace > Make. Modify the tracing parameters with Object > Live Trace > Tracing Options. It may help to open the image in Photoshop first and use Filter > Noise > Median or Image > Adjustment
s > Posterize.

2. Place the image on a Template Layer and trace using the pen tool. This will probably be a tremendous amount of work.

3. Don't.

Why do you think you need a vector drawing? What are you ultimately trying to accomplish?
