| What is the maximum file size allowable? I tried to add a 38Mb file and received the message that "This file is too large."

look at the following FAQ

What I did for a scanned photo that was too large was to create a "downsized" variation of that photo (with a different file name of course) in the same Windows folder using Photoshop Elements 2. Then depending on what I needed I either used the downsized
photo from PSA 2 or I used Elements 2 for the full size photo.
In our case I intentionally scanned some photos at 600 ppi so that we could crop parts of the photo with specific people and still have a high resolution photo.

| I'm still getting File too Large to Import. The file I have was reduced to 710 KB which is smaller then others that I have in Album. Is it possible that I have too many pictures in Album and I have to "archive" some pictures out? I don't think that is the
case, because I can still import pictures from my camera.

You do not say if you have read the FAQ referenced in message 1 of this thread: I suspect that you have not because you did not post the pixel dimensions of the photo file or the RAM on your system.
It is not file size that matters; it is the pixel dimensions. The FAQ explains.
