Author easing (looking to 'throw' objects)

I'm working on a project w/ many little square assets that need to
'wander' around the stage, then be 'thrown' into position, very
organically. Think: jellyfish.

I'm working with easing and The Smoother, and having a XXXXX of a time
with it.

What I'd like to accomplish:
1. have 8-10 of these little squares moving about the stage, slowly,
like floating in water.
2. at a determined keyframe, the objects shuffle themselves quickly
(speed ramp kind of thing) into a predetermined place. They shouldn't
stop alltogether, but move very minimally (again, like they've settled
in water).
3. after 3-5 seconds, shuffle out of arrangement quickly (like an
object has hit the water and made the objects explode out of their
previous position).
4. again, wander... repeat 2-4 twice more.

I'm getting there by screwing with the easing graph, but I've noticed
the more I do this, the more I introduce those 'moving backwards'
issues: by this, I mean when I change the speed of the animation
through the position keyframes, sometimes my forward motion gets
interrupted by somehow moving backwards for a few frames.

Can anyone give me some advice on this? I know I'm not bending the laws
of physics, I'm just looking to throw some objects around the stage at
various speeds. The best metaphor I can think of is the jellyfish: it
moves slowly, then explodes with action to propel itself.

Thanks!
