You have to use the "negative preroll":

Do this:

1. Add the timecode to your layer and select the frame rate etc.

2. Go to 7:00 in the timeline and apply a keyframe for starting frame.

3.Go to the start of your layer and drag the Starting framerate to the left to -7:00 sec. (or -181 frames if your comp is 30fps) --effectively making negative time.

Now you should have -7:00sec run to 0:00:00... and then start counting up again.
