Photodraw being a pain

| Hi all,
I recently run a load of updates from windows update, but did not install
SP4 for windows 2000, and now photodraw wont load. I have Win2K with SP3.
Error message is "Unable to start the application" when the splashscreen
comes up.
I have uninstalled it, and when i try to reinstall, it copies all the files
then when the little status bar pops up at the end it says... "registration
of application failed"
Then tells me installation was successful, but still wont open the program
(Back to original error).
I am logged on as administrator. Have full access to installation folder.
Have full control of all registry.
ARGH!
What the hells going on? When cant MS release patches and critical updates
that dont cock up their own bloody programs???
Any help really appreciated as i dont have time to format.
