PhotoDraw - Error 1309

When loading photodraw 2000 onto a win 2000 pc, 1 minute
into the installation I recieve "Error 1309. Error reading
from file:" The file that's it's looking for is
PD002.NAM, I try to click retry and ignore, if I click
retry nothing happens and when I click ignore it goes to
another file name and it states that is can't read that
either. I tried cleaning the disk and moving the files to
the local drive and installation it from the local C:
drive, but not luck. Does anybody have a suggestion?

Sounds like the CD is defective.
