Author System Registry problem

I get the following error when trying to start PhotoDraw

Failed to Update System Registry. Try REGEDIT.

I go into the regedt32 and give the Everyone group Full
Control, and still all users but one cannot use
PhotoDraw. Is there a special key I need to have that I
am missing???
